Creating an AllRegs account can be done by whoever needs the access and does not require assistance from anyone. The first step of getting yourself an account is to click on the registration link provided below the screenshot. The only thing you probably won't know for the registration page is the Subscription ID, and I will provide that below as well.

Now that you have gotten registered you can find the sign in link AllRegs here. Be aware there is a blue button to log in, and another blue button below that for login help on this page. If you get signed in now you should be free to use AllRegs!
